    Step 3: Write your informal challenge

    You have 14 days (28 days in London) from receiving the PCN to make an informal challenge. Write to the council's parking team explaining:

  • 2. The date and location
  • 3. Why the fine is wrong (reference the specific error)
  • 4. Any evidence (photos, receipts, witness statements)
  • Keep it factual, polite, and specific.

    Step 4: Formal appeal

    If the informal challenge is rejected, you'll receive a Notice to Owner. You then have 28 days to make a formal representation. Use the same arguments but add any new evidence.

    Step 5: Independent adjudicator

    If the formal representation is rejected, you can appeal to the independent adjudicator. This is free and the adjudicator's decision is final.
